I use PayPal everyday for my small business through www.ebay.com, and I can gaurantee you that it is safe.  I get messages all the time like the one Bill described, and they are not sent by PayPal.  If you ever get a message from eBay, or PayPal telling you your account is in jeopardy or restricted and requires you to enter in Personal information,  simply forward it to spoof at paypal.com or spoof at ebay.com, and you will get a message telling you if it was a real message or not.  If you are one of many of the people who entered in personal information through one of the e-mails change your password and security question immediately.  If you also entered in credit card information, Cancell it immediately.  Hope this helps people feel more secure.
