I just received a call from Bill Blair, he is incredulous. He has been
in meetings and conversations, yesterday and today, with legislators
(both Republicans and Democrats) who have not heard from their
constituents regarding the Ohio Arts Council's budget. We must correct
this situation now. We have arts advocates in every area of this state
and we must be active advocates for the arts now! Decisions about the
budget are happening now!
Bill thinks that there will be an announcement soon that the revenue
projections will be up by $4 or $5 million. There is strong pressure by
some to put this money in a "rainy day" fund. We must be sure that the
House and Senate leadership redress some of the glaring inequities in
this budget with at least a portion of these monies.
ACTION: Call your House and Senate Members today.
MESSAGE: Tell your legislators that you join Ohio Citizens for the Arts
in requesting funding for the Ohio Arts Council at the FY04/05
appropriation level of $24,670,205. Ask your legislators to support
your request.
TALKING POINTS:
Arts Related Businesses and Jobs: As of January 2005, Ohio is home to
18,052 arts-related businesses that employ 91,470 people. These
businesses play an important role in building and sustaining economic
vibrancy. They employ people, spend money locally, generate government
revenue, and are a cornerstone to tourism and economic development. It
is estimated that the economic impact of the non-profit arts in Ohio is
in excess of four billion dollars annually.
Arts Are Cost Effective: One twentieth of one percent of Ohio's state
budget is allocated for the arts. For every dollar invested by the
state there was a $28 match from the community.
Arts Education: Learning in the arts helps young people achieve high
academic expectations. Studies have shown dramatic results in learning,
both in the arts and in other academic and social areas, when students
have had long-term exposure to arts-integrated curricula or arts-infused
programs.
The Arts: Ohio Arts Council funding supports the delivery of the arts
in every county in Ohio. Ohio Arts Council funding provides the impetus
from which other funds (federal, foundation, corporate, and private) are
leveraged by artists and arts organizations to operate and sustain their
work. In FY2004 the Ohio Arts Council received $17,800,549 in requests
for support. The Ohio Arts Council was able to grant 51% of the dollars
requested. The Ohio Arts Council received 1,457 grant applications and
was
able to fund 672.
