I was a smoker for 25 years. I have not smoked for over 4 years. I am against this pickpocketing by the government. If you want to make it fair, tax toilet paper or bread. Everyone uses them. Some day everyone will stop smoking, then where will the money come from? 
The worst part about this tax, is that most "Community Theatres" won't see a dime of it. It will go to the Playhouse , Playhouse square, Beck, ect ect. 
While I admit that these are great establishments, what about the little guys that can't get away with charging $30-$90.00 for a ticket? They probably won't get any of that money.
Don't forget, this also makes "the Arts" look bad to everyone who does smoke. Why cause resentment?
I hope this does not pass.

<DIV>This is the most disgusting thing I've seen in a while.   Instead of funding things yourself, you wholly support stealing money from smokers while at the same time no doubt supporting the asinine smoking bans in all public places rather then allowing a business to choose to allow smoking.    Are you only targeting cigarettes for a reason?  Why not alcohol?  Is it because you don't mind drinking?</DIV>

The Cuyahoga County Commissioners have placed on the November 7, 2006 ballot a cigarette excise tax in support of the County’s arts and culture sector.</DIV>

<DIV>Here are the facts:</DIV>

<DIV>- The tax is equal to one and one half cents (1½ cents) per cigarette. A pack of 20 cigarettes would have a total tax of 30 cents per pack.</DIV>
<DIV>- The levy can be in force up to 10 years.</DIV>
<DIV>- By law, Ohio Revised Code (ORC) 3381, the proceeds from such a tax can only be used in support of arts and culture and can not be used for any other purposes. It would be a dedicated arts and - culture public fund only in Cuyahoga County</DIV>
<DIV>- If the ballot passes it is expected to yield in excess of $23 million annually. The County Commissioners would establish a base of $20 million that will be allocated annually for use by arts and cultural organizations primarily as general operational grants through the County’s Arts and Culture Investment Models as adopted by the Board of County Commissioners’ Resolution No. 040801.</DIV>
<DIV>- The Arts and Culture Investment Models are a series of four competitive grant categories that include operating support, project support, artist education residencies and research support, and special initiatives or one-time emergency grants, e.g. fire damage, natural disasters. Debts or deficits would not be considered emergencies.</DIV>
