Mind-blowing rock 'n' roll is back. Karmic Dogma, Northeast Ohio's new progressive-rock band, will debut at 4:30 p.m., Saturday, July 21 at Ingenuity, Cleveland's cutting-edge festival of arts and technology. 
   
  Karmic Dogma features Akron natives Dave Hineline (guitar) and Jon Batten (drums) and Shaker Heights residents Carolyn Jack (vocals) and Bruce Jennings (bass). They'll perform their powerful, political, original songs on the Chrysler-Jeep/WAVE Stage, on Euclid Avenue near the Cleveland State University College of Urban Affairs building between E. 17th and 18th streets.  
   
  This first-ever concert by Karmic Dogma coincides with the release of the band's debut CD, "Insomniacs in the Bed of Faith," which will be available for purchase during the performance.   
   
  Ingenuity runs Thursday, July 18 through Sunday, July 22 in the Playhouse Square area of downtown Cleveland. For $5, you can get a passport admitting you to every festival event, outside or indoors, for one day; $15 buys a pass for the entire four-day festival.
