criminals and settle disputes in the courts."
 
So by your definition, we should have:
 
* Contaminated drinking water
* Dirt roads with raw sewage running through them
* No food or drug safety standards
* No regulation of financial or other markets
* No regulation of utilities
* No provisions for public utilities where it's not profitable, such as rural areas
* Schools only for those who can pay
* Rampant poverty and starvation among the elderly
* Medical and scientific research only when profitable
* No coordinated response to public health epidemics
* No standards for airline safety, worker safety, or product safety
 
I could go on, but you get the picture. Sounds like your America would be a regular Garden of Eden. Uh...  no thanks.
