I don't know anything about this company specifically, but the general rule is: you (talent) NEVER pay anyone (agent) up front. If they rep you, they will get you auditions, you get the job, and they take a commission. You also should never be forced to use a specific photographer. YOU shop, YOU choose, YOU find the best price and deal with which you are comfortable.
