w:st="on">Japan</st1:country-region></st1:place>. Fogg moved to <st1:place
w:st="on"><st1:City w:st="on">Cleveland</st1:City></st1:place> as a child and
eventually was appointed to the Board of Commissioners. <I

time, published letters describing his exploits; they were later turned into a
