and economic development

Arts and culture levy = Issue 31
On March 2, Cuyahoga County residents will finally have a chance to vote
"yes" for arts and culture.  Because of state law, the "arts and culture
levy" will make no mention of "arts" or "culture."  Rather, it will talk
about "economic development" issues for Cuyahoga County.  But make no
mistake, Issue 31 is the arts and culture levy, raising over $10 million per
year, helping to support the 3000+ jobs in the arts, stimulating the $1.3
billion of cultural economic activity in the County, and strengthening our
region's ability to attract good businesses and tourists who spend millions.
Plus, Issue 31 will raise an additional $10 million to be used to create
jobs and economic opportunity for all County residents.  The cost?  Only $2

Campaign update
Since last Fall, when the convention center issue finally (and fortunately)
collapsed, the Community Partnership for Arts and Culture has been working
in an exemplary transparent and public process under the auspices of County
Commissioner Peter Lawson Jones to determine guidelines for the distribution
of arts and culture grants for organizations, projects, individual artists
and special projects.  The campaign has worked quickly to field a staff of
loaned executives (see below), has developed a volunteer database, raised
over $220,000 of a $750,000 goal, and has even begun shooting its first
television commercial.  To help them reach their goal, send your donation

Meet the loaned executives
The campaign staff for Issue 31 will be primarily working without pay, with
the generous support of various groups who have loaned key executives to
serve for the next four weeks until the March 2 election.  Campaign Manager
Chris Carmody (right) is well known in economic development circles as the
founder of the Cleveland Film Commission, that has been effective in
bringing film production to Cleveland, highlighting the connections between
the arts and culture of our region, and its related economic development
benefits.  They've brought millions of dollars to the region by helping
filmmakers shoot films in Cleveland: Sundance and Cannes winner American
Splendor, Finding Fish, Welcome To Collinwood and others.  Plus, the
campaign welcomes loaned executive Carol Leiblinger-Hedderson, on loan from
her post as Business Operation Director at Near West Theatre to act as Field

What can I do?
Plenty.  Even if you can't make a cash donation, the campaign can use your
help.  To volunteer, call 931-3130.  Many Cool Cleveland readers are
executives in the business and arts arenas.  The campaign could use more
loaned executives to help fill positions on the campaign staff.  If you
speak in front of groups, the campaign is holding Speaker's Bureau Training
to bring you up to speed on the talking points.  As an arts organization,
you could join the Cleveland Orchestra, Playhouse Square and others in
donating your mailing list, which will only be used for the Issue 31
Campaign and then destroyed.  Mark your calendar for every Thursday at
