Actually, we do know with the IRS as their rules, regulations, and  
determinations are published.  This is NOT political activity, as it does  not pertain 
to supporting or opposing a candidate for elective office.  It  may be 
lobbying but nonprofit organizations, including 501c3 organizations are  permitted to 
lobby as long is does not involve a substantial amount of the  organization's 
resources.  The Alliance for Justice publishes an excellent  guide and has 
much information on its website.
 
Too often, nonprofit organizations engage in self-censorship because we  
don't understand the rules so we avoid advocacy on issues that matter.
