So-called “orphan works” are copyrighted works whose owners may be impossible to identify and locate.  “There is simply not enough being presented on such an important topic,” said Dr. Patrick McLaughlin, Lakeland English professor and creator of the Comics Symposium. “We are not aware of any other forum hosting discussion on this legislation. This is way for us to get the information out to artists and comics enthusiasts to get a better understanding of the issue.”

The Orphan Works Bill will be discussed in a pro/con format with Rashmi Rangnath (pro-side) who is an attorney affiliated with Public Knowledge, a Washington D.C.-based public interest advocacy organization dedicated to promoting the public interest in access to information. Prior to joining Public Knowledge, Rangnath was a law clerk for special projects as well as a student intern, working on copyright and patent law issues. Rangnath has also worked at the Association of Research Libraries, where she mainly worked on the orphan works project.

The “con” side will be presented by C. F. Payne, who will speak on behalf of the artistic community. Payne’s most recently recognizable work is his commissioned portrait of President Barack Obama which graced the cover of Time magazine’s January 2009 issue. Payne’s work has appeared on the covers of Time Magazine, Readers Digest, Sports Illustrated, The New York Times Book Review and Sunday Magazine, MAD Magazine, der Spiegel, U.S. News and World Report, The Atlantic Monthly, Texas Monthly, Boys Life, and more. He has been commissioned to paint countless politicians, authors and entertainers. Payne has also illustrated 10 children’s picture books, including The Remarkable Farkle McBride and Micawber written by John Lithgow. His artwork has been exhibited at The Cincinnati Art Museum, The National Portrait Gallery, The Norman Rockwell Museum, The Society of Illustrators Museum of American Illustration, The Selby Gallery at Ringling College of

About the Lakeland Community College Comics Symposium

Now in its sixth year, the Lakeland Community College Comics Symposium is the brainchild of English professor Dr. Patrick McLaughlin. The Comics Symposium began in 2004 as an offshoot of English 2215, Graphic Fiction, a team-taught course with Richard Parson offered under the auspices of the Lakeland Community College English Department.  Students enrolled in the course actually make their own original comic as a final project.

Focusing on the rapidly changing technologies which affect comics production and the accompanying innovations in graphic design, the Comics Symposium capitalizes on the interest this popular literary medium has generated with the reading public, as witnessed by the exponential increase in comics and graphic-fiction titles.

For more information, visit lakelandcc.edu/comics.

Lakeland’s Comics Symposium is free and open to the public thanks to the generous support provided by: The Martha Holden Jennings Foundation, The Fine Arts Association, The Lakeland Foundation, HalfPrice Books, Spudnuts, Charles M. Schulz Museum, and the Siegel and Shuster Society.
