[NEohioPAL] postponing offering TOPIC selection on Neohiopal

Hi Everybody,

The TOPICS selection on the mailman software appears not to be working
properly.  Instead of selecting the topics chosen, it seems to be screening
out all messages.  If you have had a different experience and it has been
working for you, please let me know.

Once I get a little feedback and/or if we work out the bugs, topics may be
offered at a later date.
