I don't know anything about this specific situation or company or contest, but - in case there are still people who don't know this - the general rule of thumb is: You, the Performer, should NEVER, pay money up front, out of your pocket, to anyone for an opportunity to perform or work. If someone, or some agency, asks you to do that, it is almost assuredly a scam. If you have a reputable agent, and they get you a job, they will take a commission. Their terms and fees should be fair and in accordance with industry standards. (Research industry standards if you're unsure.)
This contest may be a different story, and they are welcome to defend it, but they should know that, to the professional performing community, things like this are a huge red flag and generally frowned upon. Noah

The same crossed my mind at first, but they are giving away almost $2k in
prize money.  I suppose it could still be a scam if the awards are 'fixed' but
in the event the money is given out legitimately (by audience vote, etc) then
perhaps many people would risk the $20 at a chance at $1000.
