[NEohioPAL] Street Performer Help

Hello Everyone,
 
I am looking for some information regarding street performing.  I have an outgoing 15 year old daughter who wants to go down to the Indians baseball games and play her guitar and sing on the corner for tips!  I have no idea what the laws are or if a permit is needed or can be purchased??
 
If anyone has any information for us it would be greatly appreciated!
